Instructions have been given to strengthen the legal protection of entrepreneurs

On November 4, President Shavkat Mirziyoyev got acquainted with a presentation of proposals to strengthen the legal protection of entrepreneurs.

In Uzbekistan, entrepreneurs are considered the backbone of the economy, and the business environment is becoming increasingly favorable. Support is provided to both individual entrepreneurs in mahallas and large projects, which leads to increased interest and involvement in business.

The main factor in this is the approach in which measures are taken based on proposals from the entrepreneurs themselves, based on the demands of the time.

On August 20 this year, the traditional open dialogue between the President and entrepreneurs took place. Based on the problems and proposals discussed, measures were developed to strengthen the legal protection of entrepreneurs and streamline inspections.

From January 1, 2025, only one measure of responsibility will be provided for one offense. In particular, the fine for doing business without registering as an individual entrepreneur is planned to be abolished.

It is also proposed to abolish administrative liability for violations of the rules for digital labeling, display of fiscal tags, and concealment of the number of employees.

To facilitate dispute resolution, a procedure for a partial refund of the state fee will be introduced from March 1, 2025, if the court case is completed by agreement of the parties.

A list of bodies authorized to exercise control over the activities of entrepreneurs and their areas of control will be approved. Inspections not provided for in this list will be prohibited. All inspections of entrepreneurs will be registered in the Unified State Control information system with mandatory notification of the Business Ombudsman.

From January 1, 2025, inspections will be carried out based on the Risk Analysis electronic system, with entrepreneurs divided into three categories. For this purpose, the State Audit information system of the Accounts Chamber will be integrated with the Unified State Control system of the Business Ombudsman for unified reporting.

Issues of preventing illegal inspections, as well as improving the qualifications of inspectors of control bodies were also discussed at the presentation. 

The Head of state gave instructions on the legal improvement of these measures and ensuring their fair application in practice.
