First deputy director of the National Center of the Republic of Uzbekistan for Human Rights.

Doctor of Law (DSc). Author of more than 150 scientific papers, including 3 monographs, and textbooks "Human Rights" and "Rights of the Child".

Mr. Tillabayev's experience includes extensive service in the National Center for Human Rights, the Ombudsman Institute, as well as pedagogical background at the University of World Economy and Diplomacy and the Center for Advanced Training of Lawyers.

In addition, he was directly involved in the preparation of laws and regulations directed towards regulating the activities of national human rights institutions in the country and adopting of the National Human Rights Strategy.

His contributions have benefited the work of the UN Human Rights Council, the Global Alliance of National Human Rights Institutions, as well as intergovernmental meetings of the Organization of Islamic Cooperation on the preparation of the OIC Declaration on Human Rights.

At the same time, Mr. TIllabayev serves as valued Member of the Scientific Advisory Council under the Constitutional Court of the Republic of Uzbekistan, as well as Scientific Councils for awarding doctoral degrees in the specialties "Human Rights", "International Law".

Deputy Director

Muratova Dilnoza Karimbaevna

Dilnoza Muratova Karimboyevna was born on July 27, 1979 in Tashkent.

In 2000, she graduated from the Tashkent State University of Law (bachelor's degree), and in 2005-from the Tashkent State University of Law (Master's degree).

 In 2017, she graduated from the Academy of Public Administration under the President of the Republic of Uzbekistan.

Over the past period, D. Muratova worked as a junior researcher at the Institute of Polymer Chemistry and Physics of the Academy of Sciences of Uzbekistan, as well as a referent and senior referent of the Secretariat of the Commissioner for Human Rights of the Oliy Majlis of the Republic of Uzbekistan (Ombudsman).

In 2015-2018, she worked as the Head of the International Cooperation Department of the National Center for Human Rights of the Republic of Uzbekistan.

Since 2019, D. Muratova has been the Deputy Director of the National Center for Human Rights of the Republic of Uzbekistan. Author of more than 20 scientific publications on human rights, international law, constitutional law, democracy and regional issues.

She’s married and has two children.
