On May 27-28, 2021, the National Human Rights Centre of the Republic of Uzbekistan together with the UN Agency for Refugees (UNHCR) organized a training for trainers on the refugee protection module.
This module has been developed in collaboration with international experts in order to provide national experts with the necessary assistance in the form of specialized knowledge, sources, materials, methods and skills to raise awareness of refugee protection through international legal instruments and mechanisms, including but not limited to the 1951 Convention Relating to the Status of Refugees as a central element of the refugee protection system.
The event was opened by Akmal Saidov, Director of the National Human Rights Centre of the Republic of Uzbekistan and Dumitru Lipcanu, Deputy Representative of the UNHCR for Central Asia.
In his greeting A. Saidov noted that “refugees are often deprived of basic rights and there are many obstacles to their full participation in the life of society and its contribution to the life of society. Restricting the rights of refugees can affect a person's access to education, health care, formal employment, property rights, freedom of movement and much more.”
During the training, participants reviewed issues related to the place and role of international legal protection of refugees in the general human rights context of international cooperation of states on the universal level, mechanisms of international legal protection of refugees (UNHCR, statutory and treaty UN human rights bodies), the convention concept of a “refugee” and its correlation with related concepts (migrant, forced migrant, internally displaced person); on the main procedural aspects of the examination of applications for the granting of refugee status; on the key aspects of refugee status under international law (principle of non-refoulement, rights and obligations of refugees); about additional forms of protection; about durable solutions for refugee problems.
The event was attended by representatives of the Ministries of Foreign Affairs, Internal Affairs, the Academy of the General Prosecutor's Office of the Republic of Uzbekistan, the Academy of the Ministry of Internal Affairs of the Republic of Uzbekistan, the Military-Technical Institute of the National Guard of the Republic of Uzbekistan, the Higher School of Judges under the Supreme Judicial Council of the Republic of Uzbekistan, the University of World Economy and Diplomacy, Tashkent State Law University.
