TASHKENT, 18 NOVEMBER 2020 – 28 December 2020 - National Center of the Republic of Uzbekistan for Human Rights in cooperation with the Tashkent State University of Law, international partners (OHCHR, UNDP, UNHCR, IOM, OSCE) began its special training module “Human dignity is the supreme value” with the aim of advancing skills and expertise of the employees of judicial and law enforcement bodies in the field of international standards for human rights and freedoms.
Aforementioned training is purpose built for senior staff of judicial and law enforcement agencies. The training module is designed to be delivered in 2 stages, the first stage encompasses the training of senior officials of the judiciary and law enforcement agencies at the central and regional levels, and the second stage involves the training of city and district managers.
A total of more than 2,300 listeners from the Supreme Court, the Prosecutor General's Office, the Ministries of Justice, Interior and Defense, the National Guard, the State Customs Committee are expected to attend the special training module.
As noted in the speech of the Director of the National Centre for Human Rights, Akmal Saidov at the opening, the idea of such seminars on human rights for heads of law enforcement agencies and judges was expressed by the President of Uzbekistan Shavkat Mirziyoyev at a meeting with judges in June 2020.
The adoption of the Presidential Decree on the National Strategy on Human Rights of the Republic of Uzbekistan in June 2020 raised the issues of education in the field of human rights and, in particular, for civil servants to the level of state policy. Only by considering human rights as an integral part of the professionalism of a civil servant, Uzbekistan's international human rights obligations will be fully implemented and the country's international image will be strengthened.
The learning module processes take the form of case-based lectures, hands-on activities and independent learning. Classes are conducted using distance-learning methods.
The sessions will feature presentations by leading national and foreign human rights experts. The use of pedagogical technologies such as presentations, tests, case studies, interaction, “brainstorming” and problem-solving in the process of practical training and independent learning is provided.
The cycle of webinars will be held in first stage during November-December 2020 and the organizers will award certificates to listeners who successfully complete the course.
