Organized by the National Center of the Republic of Uzbekistan for Human Rights, OSCE Project Coordinator in Uzbekistan, Regional Office of the High Commissioner UN Human Rights for Central Asia on December 16 held the third and final day of the training for medical workers of penitentiary institutions of Uzbekistan on the topic: "Effective investigation and documentation of torture and ill-treatment in accordance with the Istanbul Protocol".
The agenda of the training included the issues of conducting an initial medical assessment, identifying possible cases of torture in prisons, as well as improving the documentation process in places of detention.
During the training, representatives of the Main Directorate of Execution of Punishments of the Ministry of Internal Affairs, medical personnel and employees of the National Center for Human Rights studied the processes of initial medical assessment in places of execution of sentences and police stations within the framework of the Nelson Mandela Rules, ways to improve this assessment, possible risks and ethical considerations that can be identified in practice , documentation and reporting after the identification of latent forms of torture, analysis of the structural and practical obstacles that exist for the implementation of effective documentation of torture in prisons.
In turn, international experts shared examples of a number of states in the field of successful litigation on human rights using medical records of torture, monitoring the implementation of the Istanbul Protocol standards in national practice.
At the end of the event, the participants of the seminar summed up the results of the three-day course, made proposals for further improving the practical measures taken to prevent torture in places of detention.
